The report of the RISE inquiry from Count Dooku's investigation team to Ambassador Baelish is a lengthy document- even in text, the Count likes the sound of his own voice. But its overall message is clear: RISE has serious issues and has lost the trust of many of the imPorts it is supposed to serve. Dooku strongly recommends reform within the team, and that support for RISE be dependent on the adoption of this report's recommendations.

SUMMARY OF ISSUES

-According to witness HAISE SASAKI, RISE agent YURI PETROV attempted to murder him in April. Petrov later confessed to his crime on the Network and resigned from the organization before being arrested, tried, and sentenced. According to Sasaki, he was never approached by RISE to testify in Petrov's trial or even interviewed as a witness.
-According to Sasaki and witness DORIAN GRAY, RISE was fully aware of Yuri Petrov's history of violence before he was admitted onto the team. The public record shows that as the vigilante Lunatic, Petrov had previously been arrested and convicted for murdering both native and imPort criminals in the name of justice.

This incarnation of Lucifer is reputed to be an extremely dangerous imPort, but has never been formally convicted of any crime.

ATTITUDE and COMMUNITY RELATIONS
-According to witnesses KANAYA MARYAM and DORIAN GRAY, RISE Field Commander SABRIEL practiced discriminatory attitudes toward the undead which contributed to the deaths of two 'native' citizens who were turned into vampires by imPort TOBIAS MATTHEWS. These vampires were treated as problems and threats instead of people to be protected, which contributed to their vulnerability when they were murdered by NICOLAS DEMIDOV. Questions were also raised regarding whether 'native' vampires should have fallen under the jurisdiction of an organization meant to police imPorts.
