SWEAR-OUT OOC POST
Hello Mask or Menace! Jesse here, bringing you a planning post for a very different Swearing-In log that will be happening August 15th. Every month the government holds a Swearing-In event meant to encourage imPorts to act as Registered Heroes, and every month there are at least a few characters grumbling about the government's role in their lives. Next month, there is going to be an alternative: two rival mingling events will compete for imPort attention and support!
The pro-Registration Swear-In will take place in a hotel in Maurtia Falls, but will be confronted by an anti-government Swear-Out protest/outdoor festival taking place in a park across the street, organized by dissatisfied imPorts. This is ICly intended to be a peaceful protest aside from some tensions between the two camps, so if your character wants to start a riot it will have to be approved by the mods!
The usual Swear-In log on August 15th will be divided into two top-level threads, one for the Swear-In and one for the Swear-Out. While these events are ideologically opposed, there is nothing to keep your character from visiting both, so please don’t worry about having to choose between them! Whichever event has the biggest impact and involvement will be treated as the more ‘successful’ gathering in the Majority Report.
Each event will feature many different prompts and opportunities for player involvement along with standard features like free food and mingling. Some of these prompts will be revealed when the log is posted, but others are available for player sign-ups now! Please find the appropriate threads and forms below, preferably to be completed over the next week so character involvement can be included in the draft of the log that is to be submitted to the moderators in advance.
For the Swear-In, your character can sign up to advertise a business, participate in televised MIGHT CLUB sparring matches, or encourage Registration.
For the Swear-Out, your character can sign up to volunteer to help run the protest (as organizer, security, caterer, etc), solicit for a charity, or sign a petition against the government.
Additionally, representatives of the imPort criminal faction/pro-imPort underground Constellation will secretly be present at the Swear-Out, which is intended to advance their political views. This is a good opportunity to join the group or get involved in investigating their activities, if your character is so inclined!

There will be a heavy media presence at both the Swearing-In and Swear-Out, asking characters questions about their personal experiences and political stances. Please respond here with a brief descriptor (1-3 lines) of any actions or quotes by your character at either event that you would like to appear in the Majority Report!

Both events will have a heavy NPC presence mingling with the imPorts, in addition to the media. The Swearing-In will have native heroes present: champions of charity, emergency services, law enforcement, the military, and members of the metahuman community who have distinguished themselves in saving lives, particularly during recent chaos in the Porter cities. The Swear-Out will be attended by imPort fans, political activists, and metahumans who are less sympathetic to the government.

Location: The ‘Big Sleep’ five-star hotel in downtown Maurtia Falls.
Theme: Heroism, duty, sacrifice, particularly honouring people who have helped during disasters in the Porter Cities, such as last month’s clone chaos. This Swear-In is partly a celebration, but also a training rally for heroes.
Comment below if your character has a business they want to have a booth at this Swear-In, both to advertise their products or services and to offer jobs to new imPorts, or if they would volunteer as a Registration Promoter to help convince other characters to Register with the government! This thread can also be used for general plotting.

MIGHT-CLUB MATCH-UPS
This prompt is going to be more complicated, so it gets its own sign-up form!
The main event of this Swear-In is going to be the 'Might Club' TELEVISED TRAINING MATCHES held on the tennis courts behind the hotel! Holographic VR equipment will generate different locations and scenarios and to create the illusion of larger battlefields (i.e. Lava Arena, Desert Arena, Forest Arena...). All advertising proceeds from this recorded and livestreamed event will be donated to assorted charities. The rules will be as follows:
These are exhibition matches, so there will be no rankings or championships awarded at the end. However, there are PRIZES available for participants, continuing the government's proud tradition of showering loyal imPorts with Free Stuff. These prizes range from extravagance as follows:
- Coupons to a free meal for two at one of Maurtia Falls' fancier restaurants
- Coupons for a free visit for two at the De Chima Science Centre
- A shiny bust of your character's head with their name inscribed at the base along with the title "HERO"
- An opportunity to appear in paid advertisements for Protection Incorporated, a Maurtia Falls private security company that may or may not be a literal protection racket
- A new TV that can project your favourite shows as realistic holograms in front of it
- A new motorcycle! Which hovers.
Please fill out the form below if your character would participate in Might Club. This is not strictly necessary, but will be helpful for organization. You can plot fights intentionally, or trust in the Almighty RNG to assign your character an opponent. You can also create your own NPCs or request that I create a worthy foe for your character.
Finally, characters can also participate in this prompt in another role- spectators, coaches, or referees, for instance. No sign-up is needed for these roles, but feel free to use this thread for plotting nonetheless!

SWEAR-OUT PLOTTING
Location: Maurtia Falls Central Park, just across the street from the ‘Big Sleep’ hotel where the Swear-In will be held. This event is part political demonstration, part outdoor festival.
Theme: Choice, Change, and Independence, with particular focus on showcasing the accomplishments of imPorts and criticizing the failings of the government. Characters will be encouraged to be Unsettled and not Register as a means of protesting government policies.
Comment below if your character would volunteer to help make Swear-Out happen! This is an imPort-run event, all about what imPorts can do, and has lots of roles available. For example, Ken Kaneki and Raina will help provide refreshments, while Persephone and Inanna are providing free entertainment, and of course Count Dooku is playing a main role in organizing and advertising. The Swear-Out needs caterers, organizers, volunteer security, entertainers, promoters, funding, and more- almost anyone can have role if they are interested! This can also be a way to get CR, if you'd like to play out your character being recruited into the protest by another.
Finally, the event will also be inviting imPorts associated with charities and NGOs to set up booths in the park and solicit donations and volunteering opportunities, in keeping with the activist theme. Comment below if your character’s affiliated organization would participate! This thread can also be used for general plotting.

FIVE-POINT PETITION SIGNATURES
Count Dooku will be circulating a 'Five-Point Petition' for imPorts to sign at the Swear-Out, which will proclaim the signers dissatisfaction with five common imPort complaints while demanding policies of reform. Characters who do not attend the event in person can still sign the petition online. The names of characters signing this document will be released on the Majority Report (or maybe just linked, if it’s a massive list):

CONSTELLATION PLOTTING
Dooku will be strongly encouraging his Constellationminions allies to both attend Swear-Out and sign his petition. Beyond that though, he also intends for Swear-Out to be a cover for the first in-person meeting of this secretive group.
Up to now, the team has mainly interacted with each other online through codenames, but the time is coming when they will have to work together in-person for more ambitious operations against the government. For that reason, there will be a kind of 'reverse masquerade' game running in the background of Swear-Out: attending team members will try to guess the codenames of the people they're speaking with. Successful guesses will bring a $500.00 bonus to the member responsible. Wrong guesses will bring awkward moments where characters try to explain why they just called someone 'Jupiter.'

1) Fights continue until surrender or incapacitation.
2) Don't kill any opponents, don't leave the arena (counts as incapacitation), and don't trash the place beyond what the government can repair afterward (they have a budget for this kind of thing, naturally)
3) Fights can be 1 vs. 1, 2 vs. 2, or 1 vs. 3-5 for really cocky characters. They can be between any combination of player characters and NPCs, and the NPCs can be regular people drawn from Maurtia Falls' copious supply of street fighters and amateur brawlers, or metahumans with the standard powerset (super-speed, enhanced reflexes, flight, fire-breathing, or a combination of the two). If you’d rather build cooperative CR, your character can be allied with another imPort against NPC foes, for example.
4) Participants can agree to 'Raw' matches with power nullification in play, forcing them to rely on their own skill and bodies to triumph. However, by default matches take place at FULL POWER, including relevant weapons and tech. They can also have custom rules in between the two extremes, as agreed upon by participants.

We, the undersigned imPorts, in the name of truth, freedom, and justice, hereby declare and demand:
Firstly, we declare that the machine called the ‘Porter’ is a dangerous and uncontrolled device that is responsible for bringing us to and from this world without any choice in our presence here. We ask that the government lift restrictions around the Porter and allow imPorts to visit it, so that it can be researched and understood by those most affected by its activities.
Secondly, we declare our concerns with the ‘Registration’ new imPorts are asked to undergo, which many imPorts feel pressured by and which does not create real accountability or security. We request that the government negotiate with imPort representatives to modify the Registration system to promote greater freedom and more equal benefits.
Thirdly, we declare that the current justice system imPorts live with is a failure defined by a lack of due process, weak sentences for serious criminals, and an absence of safety in the Porter cities. We request again that the government negotiate with imPort representatives to create a new and better system.
Fourthly, we declare that the policy of injecting new imPorts with nanites and branding them with tattoos without any consent is wrongful, both as a violation of privacy and as an unwilling modification to our bodies. We demand that a fair and informed choice be given to new imPorts on whether to accept the nanites.
Fifth and finally, we declare our opposition to imPorts ever being viewed or used as weapons of war by any government or other power. We demand that the freedom and dignity of imPorts as independent beings be respected, and that we be able to spend our time in this world in safety and peace.
All of which we submit in the spirit of respect and cooperation, with the hope that these five points will be considered and acted upon by the responsible authorities, and that a new and better world for all will be the result.
